I'm looking to finish the last few inches of a stainless barrel in flat black, just the portion that shows in between the handguard and the flash hider.

Has anybody had success with rattle can paint or is there something better. I'm not looking to spend a lot of money on such a small, purely cosmetic item.

Sure. I don't have pictures handy, but I rattlecanned a barrel and it turned out well. I used Aervoe paint (available at DSA & Brownells in a number of colors), but I'm sure Krylon or Rustoleum would be just fine. 

Just tape off what you don't want painted (I removed my handguard) and put an ear plug in the muzzle to keep the paint out. Use very light coats. I may have layered up a little quick so I put it in the oven to help cure it -- preheated to 200F and turned it off before I put the barrel in. The paint ended up really durable and has only chipped off a little off the end of the muzzle device. 

The prep is the important part. Non-chlorinated brake cleaner is needed to clean before paint.

VHT epoxy based spray paint  (find at your local auto parts store/ or Amazon). I prefer the flat black; also have satin and gloss.

Can also find other brands at your big box home store under "appliance paint".

As the previous post mentions "prep is key".

Preheat the metal, apply in thin coats just like the modern gun-coating appliations.

I used the same Rustoleum single-can Primer/Paint that I put on all my outdoor metal stuff (bumpers, etc), and have no complaints.

I have sprayed quite a few barrels with Brownell alumahyde and they have all held up well

I used Brownell’s Aluma-Hyde II on my SS barrel.
